The Emergency Services Network (ESN) is a huge strategic priority for BT and our commitment to do the best for our customer and our country.  ESN will be one of the most advanced Emergency Services Networks in the world. and BT is proud to the official supplier providing mission critical and trusted communications for Britain’s Emergency Services. The ESN will replace the existing Airwave network and building upon on EE’s existing 4G network and to provide essential new voice, data services, and critical communications services to 300,000 members of frontline emergency service users.


The network is a crucial part of ESN and will enable emergency services teams to communicate effectively with colleagues. The ESN Quality Manager will be responsible to ensure that our processes work brilliantly across EE/BT, helping to ensure that our network performs at its best for the emergency services users. You will be responsible for the successful attainment of quality targets and a key driver of operational improvements where required.


The successful candidate will be cleared to BPSS (or equivalent) as a minimum.  You may even be required to undergo National Security Vetting (e.g. CTC, SC or NPPV).

What you’ll be doing

•    Ensure all ESN impacting processes are integrated into the ESN Quality Management System (QMS) and are subject to the assurance framework
•    Deliver the QMS process maturity and control targets as defined by the ESN strategy and drive a zero-tolerance approach to missed compliance
•    Maintain an effective governance structure across all levels within the organisation to deliver the highest possible quality standards for the service - think ‘mission critical’ 
•    Be accountable for ESN’s ongoing certification of the ISO9001:2015 Standard. Support Group Quality and external audit requirements for surveillance and recertification when required
•    Define and implement business improvements to continuously improve the service for the end users, ensure that excellent Risk and Issue Management is in place

What we would like to see on your CV

•    Proven experience in the deployment and management of ‘Quality Management Systems’ including process integration, audit planning, audit execution, control framework management, process scoring, reporting, and governance
•    Deep understanding of ISO9001:2015 Standard, and Quality Management Systems including audit and control assurance management. Detailed understanding of the ‘three lines of defence’ assurance framework and assignment of accountability across the spectrum
•    Qualified as a minimum to Lead Auditor level and hold excellent knowledge for audit execution, and business value add from the activity. Qualified as a minimum as Lead Auditor and hold excellent knowledge for audit execution, and business value add from the activity
•    Proven communication and stakeholder management skills, able to influence people at all levels within the organisation using data and supporting evidence to ensure ‘quality’ outcomes for the ESN service
•    Excellent understanding of mobile network architecture, and operational network management processes
•    It would be desirable if you were Six Sigma certified and hold previous experience of working on complex HMG/3ES programmes

This role offers a 3 together, 2 wherever working model. This means you are required to be at your contractual location 3 days a week with 2 flexible days per week.
