About the role
The Gigabit programme is a critical part of Openreach’s contribution to the UK Government’s Project Gigabit initiative, which aims to close the digital divide by bringing gigabit-capable full-fibre broadband to hard-to-reach communities across the UK.
Over the next five years, Openreach will invest close to £1bn in delivering government-funded and co-funded fibre infrastructure, supporting the rollout of gigabit connectivity to hundreds of thousands of rural homes and businesses under a national framework agreement with Building Digital UK. This represents one of the UK’s most complex digital infrastructure programmes, spanning multiple regions and delivery models.
The Gigabit Finance Manager plays a key role in supporting this nationally significant programme, providing high-quality financial and commercial insight to senior stakeholders. The role focuses on enabling informed investment decisions, maintaining robust financial controls and driving improvements in commercial performance and delivery across a complex, multi-year government-funded portfolio.
What you’ll be doing
Commercial & Decision Support
•Provide strategic commercial and financial support to the Gigabit programme, using robust financial analysis to influence investment decisions, delivery priorities and commercial outcomes.
•Act as a trusted finance partner to programme leadership, translating complex financial data into clear, actionable insights that drive value for money and support effective decision-making.
Stakeholder Management & Communication
•Influence decisions on delivery pace, cost and capacity by providing clear financial insight, highlighting trade-offs and recommending appropriate actions.
•Lead the finance interface with the offshore finance support team, ensuring financial inputs are accurate, delivered on time, thoroughly reviewed and appropriately approved.
External Stakeholder Engagement
•Act as the key finance contact for Building Digital UK, providing timely and accurate monthly reporting on programme performance, financial position, key insights and reporting requirements.
Financial Performance & Control
•Own the monthly financial reporting, outlook and Medium-Term Plan for the Gigabit programme, maintaining end-to-end accountability for financial performance and forecast accuracy.
•Connect operational performance, including productivity and delivery volumes, to financial outcomes, providing clear visibility of performance, emerging risks and future financial implications.
Driving Improvement
•Identify and assess financial risks and opportunities, working with delivery teams to develop and implement improvement plans that enhance programme performance.
•Deliver insightful financial analysis to support resource and capacity planning, helping the programme optimise the balance between direct labour and subcontractor delivery.
Essential Skills / Experience
•Strong accounting knowledge and commercial judgement, with the ability to interpret contract terms into accurate accounting outcomes, effectively manage working capital and cash flow, and support well-informed commercial decisions.
•Strong stakeholder management and delivery skills, with the ability to manage multiple priorities and projects simultaneously, often within tight and competing deadlines.
•Practical problem-solving skills, with the ability to navigate complex and evolving challenges, applying judgement, experience and insight to identify effective solutions and provide clear direction.
Desirable Skills / Experience
•Clear and confident communicator, able to articulate the story behind Gigabit business performance to finance and non-finance audiences at all levels, tailoring insight, data and analysis appropriately.
•Pragmatic and collaborative team player, able to hold others to account through a supportive yet appropriately challenging approach, while consistently delivering against personal commitments.
•Trusted advisor and coach, providing guidance and specialist insight to colleagues and translating technical knowledge into practical, operational application.
•Strong delivery focus, able to balance conflicting priorities, champion outcomes and drive progress and results across the programme.
