About the role

The Complex Engineering team leads the delivery of Openreach’s Commercial and Funded fibre build programmes, as well as driving the completion of complex, challenging and high-priority network build and repair activities.

This role is responsible for the financial and commercial management of the fibre build programme, partnering closely with the Programme Director and Regional Directors to connect operational delivery, productivity and build volumes with financial performance. By providing clear insight and strategic challenge, the role enables leaders to make informed decisions, improve programme performance and maximise investment.

Playing a key role in Openreach’s full fibre investment programme, the role oversees the financial management of a programme with approximately £250m in capital expenditure and a planned delivery of 720,000 premises in FY27. It combines programme finance expertise, strategic insight and strong stakeholder management to drive performance and support fibre delivery in commercially and operationally challenging locations.

As Openreach transitions from achieving its 25-million-premises build milestone to delivering its ambition of reaching 30 million premises, this role will play an important part in evolving the financial and commercial approach needed to support the next phase of the Fibre Build strategy.

What you’ll be doing

•Provide commercial and financial insight across the fibre build programmes, using analysis to inform footprint selection decisions, improve operational performance and optimise delivery.
•Build strong partnerships with senior stakeholders, including the Programme Director and Regional Directors, working collaboratively with operational, commercial, planning, transformation and innovation teams.
•Own monthly financial reporting, forecasts and budget management for the programme, connecting productivity and delivery volumes to financial performance and providing clear insight into variances and trends.
•Lead the development of the programme’s long-term financial plan, incorporating future overlays, adjustments and detailed bottom-up budgets at exchange level.
•Deliver robust unit cost analysis at national and regional levels, producing monthly reporting that provides clear insight into cost drivers and ensures financial information is accurate and well understood.
•Coordinate financial reporting for key governance forums, including the weekly Executive Performance Board, Full Fibre dashboard and scorecard, ensuring submissions are accurate, timely and supported by clear analysis.
•Collaborate across the finance community, working with Complex Engineering Central Finance, Finance Business Partners and offshore finance teams to deliver accurate, consistent programme and regional reporting.
•Identify and manage financial risks and opportunities, translating insight into clear actions, influencing stakeholders and holding them accountable for agreed outcomes.
•Support resource and capacity planning decisions by analysing direct labour and subcontractor requirements, helping the business balance delivery commitments, cost efficiency and productivity.
•Drive continuous improvement in financial reporting and controls, resolving data issues, streamlining processes and maintaining a robust risk and control environment.

Essential Skills / Experience

•Fully qualified accountant with significant post-qualification experience in a Finance Business Partnering role, managing a substantial cost base.
•Strong analytical skills, with the ability to translate complex operational and financial data into clear insights, actionable recommendations and a compelling narrative for operational leaders.
•Proven ability to influence, negotiate with and constructively challenge senior stakeholders, building trusted relationships and driving effective decision-making.

Desirable Skills / Experience

•Excellent communication skills, with the ability to explain complex financial and operational performance clearly and concisely to finance and non-finance audiences at all levels.
•Ability to manage competing priorities, navigate ambiguity and deliver to tight deadlines while maintaining accuracy and effective financial controls.
•Experience managing financial planning, reporting and performance for a large-scale programme.
•A collaborative and pragmatic approach, with the confidence to constructively challenge others, maintain accountability and deliver on commitments.
•Experience using NIMs estimates and systems such as SAP AFO, Fiori and Ariba.
